Meet Our Founder
Mary Gallagher, MBA, PhD
Dr. Mary Gallagher is a higher education leader, consultant, and educator with decades of experience in California’s community college system. She holds a Bachelor of Science in Business Administration from California State Polytechnic University, Pomona, an MBA from Pepperdine University, and a PhD in Education from Claremont Graduate University with a focus on community college administration.
Dr. Gallagher served more than two decades in community college leadership, culminating as President of Los Angeles City College, where she advanced student success, innovation, and access. She continues to teach as a part-time Business instructor, bringing leadership experience directly into the classroom.
As founder of Educational Management Resources Group (EMRG), Dr. Gallagher works with colleges to strengthen student support programs while identifying sustainable funding opportunities. She is a recognized leader in the expansion of the Fresh Success/CalFresh Employment and Training program and also consults in participatory governance, strategic planning, accreditation, and student basic needs.
